This evaluation was commissioned by BBC to review the current fuel supply situation and make recommendations on types of fuel, size of ration, pricing, contracting, quality control, delivery and distribution. It was carried out by Matthew Owen, a consultant based in Kenya, who had conducted a similar assessment for UNHCR and BBC in May 2000 (also available on this site).

This is a technical study of The Burmese Border Consortium's provision of fuel to refugees from Myanmar in 10 camps. It took place over a 3 week period in April and May
2000 and was carried out by a domestic energy specialist employed by UNHCR’s
Engineering and Environmental Services Section (EESS), working closely with
UNHCR’s Engineering and Environment Advisor in Thailand. The purpose was to
evaluate the different fuels being supplied, including the producers and their costs, and
make recommendations on suitable fuel types, ration sizes and pricing for the
continuation of the programme.
