IASC Task Force SAFE Workshops

The Women’s Refugee Commission has hosted a series of headquarters and field-based workshop on the outputs of the Inter-Agency Standing Committee Task Force on Safe Access to Firewood and Alternative Energy in Humanitarian Settings (IASC Task Force SAFE).

Background

The collection, supply and use of firewood and alternative energy in humanitarian settings -  and consequences thereof, including rape, murder, environmental degradation and indoor air pollution leading to respiratory infections - is a multi-sectoral issue that cannot be effectively addressed by a singularly-mandated agency or cluster acting alone.  To address these concerns, IASC Task Force SAFE created guidance to help inform the decision-making of humanitarian agencies on the issue of safe access to appropriate cooking fuel.

The workshops focused on these new guidance tools, which were endorsed by the IASC in November 2008: a Matrix on agency roles and responsibilities for ensuring a coordinated, multi-sectoral fuel strategy in humanitarian settings and Decision Tree Diagrams on factors affecting the choice of fuel strategy in humanitarian settings.

Workshop Details

At the workshop, participants learned more about:

  • The multi-sectoral nature of cooking fuel in humanitarian settings
  • The relevance of cooking fuel to each agency/cluster’s overall work
  • Methods for ensuring safe access to appropriate cooking fuel in diverse field settings and phases of humanitarian response

Participants also:

  • Learned how to implement the IASC Task Force SAFE guidance tools
  • Simulated the development of appropriate short- and long-term fuel strategies in hypothetical humanitarian settings

Headquarters workshops took place over one full day. The field-based workshops were two days long and also included a training-of-trainers module, for those participants interested in training additional field-based colleagues.

Representatives from all humanitarian agencies, national and international NGOs, government, donors, clusters and other relevant agencies were encouraged to attend these workshops.
